The Government intends to acquire 32 units directly from the actual manufacturer because it does not own the data or rights needed to buy from additional sources and reverse engineering is uneconomical. Delivery is to Portsmouth Naval Shipyard L1SS, Kittery, ME 03904. Certification data CDRLs are due on or before 20 days prior to scheduled delivery, PNSY review/acceptance takes 30 working days after receipt, and final material delivery is on or before 365 days after the contract effective date. The contract will be a DO-rated order certified for national defense use under DPAS, and early/incremental delivery is acceptable at no additional cost. If packaging occurs at a different location than the offeror’s address, the offeror must provide the facility name, street address, and CAGE; emailed or faxed proposals are acceptable, while NECO quotes will be non-responsive.
