This is a sole-source repair/refurbishment requirement for submarine Fly-By-Wire Ship Control System Flight Critical Components (SFCC), including teardown, inspection, reuse/replacement of parts, refurbishment to the technical data package, configuration control, traceability, and certification/OQE. Award will be placed on an existing BOA under Emergency Acquisition Flexibilities, will be DO-rated for national defense under DPAS, and will use Commercial Asset Visibility (CAV). The contractor must complete teardown and evaluation within 45 days after receipt of carcasses and achieve a requested 180-day repair turnaround time, with a one-year warranty from delivery. Quoters must provide estimated or firm-fixed pricing, beyond-repair/beyond-economical-repair pricing, and, if available, approximate new-item cost; shipping costs are excluded because Government/ATAC shipping will be used. The effort requires stringent quality and traceability controls, including MIL-STD-1686 ESD, NAVSEA T9044-AD-MAN-010, 100% inspection/traceability, quality-system documentation, source Government QA, and MIL-STD-2073 packaging; non-OEM offerors must identify the OEM and provide distributor authorization.
