The Government seeks 2 each of a roughing pump (NSN 7H-4320-013278122, TDP version 002), delivered to DLA Distribution Norfolk VA, Norfolk, VA 23511-0001. It is a Level 1 item to be acquired only from approved sources, and award requires the offeror’s inspection system to conform to MIL-I-45208A or equivalent as certified by a joint DCMA/NAVSUP WSS survey team. The Government does not own the data or rights needed to contract repair from additional sources and has determined that buying the data or reverse engineering the part is uneconomical. The proposed action is a sole-source negotiation under FAR 6.302-1; the notice is not a request for competitive proposals, though responsible sources may identify interest and capability. FAR Part 12 commercial-item policies are not being used, qualification requirements must be met at time of award, and Free Trade Agreement/WTO government procurement clauses may apply.
