The Navy requires manufacture of a SEALING MACHINE to Cage Code 4NB08 reference HS-BII SUBMARINE, with ISO 9001 higher-level inspection, MIL-STD-129 marking, MIL-STD-2073 packaging, and mercury-free construction suitable for submarine/surface ship use. This is an Emergency Acquisition Flexibilities requirement, and award will be bilateral requiring the contractor’s written acceptance. If the offeror is not the OEM, it must identify the OEM and provide a signed distributor authorization letter; if packaging occurs at a different location, the offeror must provide that facility’s name, address, and CAGE. The contract will be DO rated under DPAS, and the Government retains an option to order up to 100% additional quantity for 365 days ARO at the same price. A one-year warranty from date of delivery applies.

The government requires 16 each of the referenced submarine part, with delivery FOB origin. The government does not own the data or rights needed to contract repair from additional sources, and buying the data or reverse engineering the part has been determined uneconomical. Award is contingent on the offeror, product/service, or manufacturer meeting the applicable qualification requirements at the time of award under FAR clause 52.209-1.
