Approved source(s) retain essential data rights, manufacturing/repair knowledge, or technical data not economically available to the Government, so alternate sources must qualify under design control activity procedures approved by the cognizant Government engineering activity. All responsible sources may identify interest and capability or submit proposals, quotations, or capability statements, but this notice is not a request for competitive proposals and any decision not to compete is at the Government’s discretion. Award will be made only if the offeror, product/service, or manufacturer meets qualification requirements at time of award under FAR 52.209-1, and the Government is not using FAR Part 12 commercial-item policies.
