The Navy seeks repair of a GOVERNOR,DIESEL ENG (CAGE 7LLB9, ref. 9900-527) under an emergency-flexibilities RFQ, with the resultant award issued bilaterally and requiring the contractor’s written acceptance. The Government requires a Repair Turnaround Time (RTAT) of 70 days, encourages accelerated and incremental delivery before any scheduled delivery dates, and will impose per-unit/per-month price reductions for late RTAT unless the delay is excusable, with the contractor to state the reduction amount and maximum in its quote. Government Source Inspection is required, freight is FOB Origin and handled by the Navy under the CAV Statement of Work, and quotes must include unit/total price, RTAT, and capacity constraints if the required RTAT cannot be met. The Government intends to add an option quantity, and repair must follow the contractor’s approved repair/overhaul practices, MIL-STD-130 marking, and MIL-STD-2073 packaging requirements. Consideration will be given only to authorized distributors of the original manufacturer’s item, and proof of authorization must be provided on company letterhead with the offer.
