NAVSUP WSS seeks repair of a Circuit Card Assembly (CAGE 53711, ref 8215271-002), and if the bidder has a Basic Ordering Agreement covering these items, the BOA terms apply and control over conflicting solicitation terms. Repair must comply with ISO-9001 quality requirements, IPC J-STD-001 Class 3 soldering, ESD control, MIL-STD-130 marking, and MIL-STD-2073 packaging. The contractor must meet a Government-requested Repair Turnaround Time, support Government Source Inspection, and handle freight as FOB Origin with Navy-managed freight under the CAV Statement of Work. Late delivery beyond the required RTAT can trigger per-unit/per-month price reductions up to a stated maximum, and the Government intends to add an option quantity that may be exercised within 365 DARO. Offerors should also be prepared for possible beyond-repair testing/evaluation negotiation and must be authorized distributors of the original manufacturer or provide proof of authorization.
