The Navy seeks repair of the Lower HMI Panel Assembly (CAGE 04JN4, ref. A0091392) under Emergency Acquisition Flexibilities; the resulting award will be issued bilaterally and will be DPAS DX-rated for national defense. Offerors that are not the OEM must identify the OEM name/CAGE and provide a signed OEM authorization letter, and award consideration will be given only to authorized distributors with proof on company letterhead. Quotes must include an estimated full-repair price, cost of new for evaluation, any exceptions, and the TD&E rate, repair turnaround time, throughput constraint, and induction expiration date. The vendor will have 120 days after receipt of carcasses to complete teardown/evaluation and submit a firm-fixed-price full-repair quote, with a requested repair turnaround time of 200 days and Government final inspection/acceptance within the contracted RTAT. Repair must follow OEM/approved repair standards and include MIL-STD-130 marking, MIL-STD-2073 packaging as scheduled, ANSI/ESD S20.20 controls, and mercury-free requirements for submarine/surface-ship use.
