The Navy requires manufacture of a Towed Array Subassembly to NAVSEA drawing 497A75300 and related specifications, including process qualification for vulcanization, vibration-damping tile installation, epoxy bonding, and gap filling before production orders are accepted. Offerors must perform first article testing—including tensile testing of bonded structure to at least 6,000 lbs and cured hardness verification—and production lot quality conformance hardness testing, with first article report approval required before production. The contractor must maintain an ISO 9001 quality system, comply with configuration control and mercury-free requirements, and package/mark per MIL-STD-2073 and MIL-STD-129. Award will be based on the lowest aggregate total price for the total quantity, inclusive of an option that allows the Government to add quantity via modification within 365 days after award. The requirement uses Emergency Acquisition Flexibilities and will result in a DO-rated order under DPAS; the resulting award will be bilateral and require contractor written acceptance.
