This is a Navy requirement under Emergency Acquisition Flexibilities for manufacture and quality compliance of a PLATE,MOUNTING assembly per NAVSEA drawing 497A73200 and associated drawing/mil-spec requirements, including process qualification for vulcanization, vibration-damping tile installation, epoxy bonding, and gap filling before production orders are accepted. First article inspection/testing is required—including tensile testing of bonded structure to at least 6,000 lbs without bond or structure degradation and cured hardness verification—along with production lot hardness testing and approval of the first-article report by NUWC Newport before production lot units begin. The contractor must maintain an ISO 9001 quality system, comply with configuration control and MIL-STD packaging/marking, and supply mercury-free material suitable for submarine/surface ship use. Award will be bilateral and require the contractor’s written acceptance, and the contract will be DO-rated under DPAS; evaluation is based on lowest aggregate total price for the total quantity, inclusive of the option. The Government may add additional quantity up to the cited percentage via modification within 365 days after award, offerors are requested to price the option, and supplies carry a one-year warranty from delivery.
