The Navy seeks repair of CIRCUIT CARD ASSEMB items under CAGE 99479, reference 805899-3, performed to the contractor’s approved repair/overhaul standards and OEM specifications/drawings; the requirement uses Emergency Acquisition Flexibilities and the resulting order will be DO-rated under DPAS. Offerors that are not the OEM must identify the OEM by name and CAGE and provide a signed OEM letter authorizing them as a distributor, as award consideration is limited to authorized distributors. The award will be issued bilaterally and requires the contractor’s written acceptance, with firm-fixed pricing to be established/definitized after receipt of the correct “F” condition asset. The contractor has 90 days after receipt of the carcass(es) to complete teardown and evaluation and submit a firm-fixed-price quote for full repair, including all costs for receipt and complete repair of material that may be incomplete, damaged, missing parts/hardware, or worn, plus CAV reporting and TD&E rate, repair turnaround time, throughput constraint, and induction expiration date. Quotes must identify any exceptions (e.g., MIL-STD packaging/labeling, inspection/acceptance locations, packaging house, surplus materials), include the cost of new for evaluation, and provide the name, street address, and CAGE of any different packaging facility; packaging is MIL-STD 2073 and marking is MIL-STD-130.
