The Navy requires repair/overhaul of the UPPER HMI PANEL ASS (CAGE 04JN4, ref. A0075952) under an Emergency Acquisition Flexibilities procurement, with a bilateral award requiring the contractor’s written acceptance. The contractor must complete teardown and evaluation and provide a firm-fixed-price quote for the full repair effort within 120 days after receipt of carcasses, with a requested repair turnaround time of 280 days and final Government inspection/acceptance within that RTAT. Pricing must be estimated for the full repair effort and include all costs for receipt and complete repair—including unwhole, damaged, missing-part, handling, and wear conditions and CAV reporting—plus teardown/evaluation rate, RTAT, throughput constraint, and induction expiration date; the cost of new (actual or estimated) should also be included for evaluation. If the offeror is not the OEM, it must identify the OEM and provide a signed distributor authorization letter, and if packaging will occur at a different location, it must provide the packaging facility’s name, address, and CAGE. The award will be DO-rated under DPAS, repair must follow OEM/contractor repair standards and MIL-STD marking/packaging requirements, and inspection records must be retained for 365 days after final delivery.
