This Navy emergency acquisition is for a Bonnet used in a crucial shipboard system, designated Special Emphasis/Level I/Quality Assured material, per VACCO Industries drawing V3D10324, Item 2, part number V2D11486-3EA, made from SAE AMS-QQ-S-763 Class 304 Condition A. The award will be bilateral and requires the contractor’s written acceptance, and all related contractual documents are considered issued when sent by mail, fax, or electronic means. The contractor must maintain an ISO-9001 or MIL-I-45208 quality system with specified calibration controls, provide extensive material traceability and certification, and obtain approval for welding/brazing procedures and personnel; Government quality assurance will be performed at source. If the offeror is not the OEM, it must identify the OEM and provide a signed distributor letter of authorization, and if packaging occurs at a different location, it must provide that facility’s name, address, and CAGE. The contract will be DO-rated under DPAS, includes a one-year warranty from delivery, and requires 72-hour advance notice to DCMA for new welding procedure qualification; Level I/SUBSAFE suppliers may need to submit quality system procedures prior to award.
