The Navy seeks a firm-fixed-price quote for one WINCH ASSY, MAIN, NSN 3950 LLCYC6717, built to reference 5508-7601/CAGE K3602, with military packaging, bar coding, and MIL-STD-130 marking; the Government does not own drawings or data rights. Award will be bilateral, freight is FOB Origin with shipping costs excluded, and DCMA/Government source inspection and acceptance are required. Quotes must include the offeror CAGE, unit FFP, procurement and packaging CAGEs if different, delivery days, quote validity, OEM/traceability information if not the manufacturer, and distributor/dealer authorization documentation as applicable. Because this is a first-time Navy procurement, an informal cost breakdown and/or redacted sales receipt is requested to support fair-and-reasonable pricing, and the order will be issued under Emergency Acquisition Authority. The contractor is responsible for inspection and compliance, must retain inspection records for 365 calendar days after final delivery, and must package per MIL-STD 2073.
