The Government requires 30 each of a circuit card assembly (NSN 7H-5998-013864016, TDP VER 001), delivered to DLA Distribution, New Cumberland, PA 17070-5002. The part requires engineering source approval by the design control activity; approved source(s) retain essential data rights, manufacturing/repair knowledge, or technical data, so an alternate source must qualify under the design control activity’s approved procedures. The Government intends to solicit and negotiate with only one source under FAR 6.302-1, and this is not a request for competitive proposals, though responsible sources may identify interest and capability or submit proposals, quotations, or capability statements. Award will be made only if the offeror, product/service, or manufacturer meets the qualification requirements at time of award per FAR clause 52.209-1. The acquisition is not using FAR Part 12 commercial-item policies, but interested parties may identify commercial-item interest/capability to the contracting officer; Free Trade Agreements and WTO Government Procurement Agreement provisions may apply.
