This NAVSUP WSS-MECH requirement is a total small business set-aside for repair-part supply/manufacture under nuclear/reactor-quality, export-controlled (NOFORN) technical documents, with mandatory IRPOD review and MIL-I-45208/ISR-1 quality compliance. Offerors must complete first article testing/inspection on one unit and obtain Government approval before manufacturing, with all Reports of Test and Inspection submitted electronically through WAWF. Specified procedure, ROTI, and lower-tier supplier packages are due within 45 days after contract award, and resubmittals are due no later than 45 days after disapproval; a complete vendor-certified ROTI package is due by end of contract. Packaging must comply with MIL-PRF-23199 and applicable cleanliness controls, and mercury may not be intentionally added to or contact hardware/supplies. Award requires meeting all aspects of Appendix A to LSC-2E and maintaining a Government-acceptable inspection system with complete records.
