This NAVSUP WSS procurement is a total small business set-aside for repair part material/manufacturing, with award contingent on the contractor meeting all aspects of Appendix A to LSC-2E. Vendors must review the IRPOD at the BPMI site and comply with IRPOD quality/inspection requirements, maintain a Government-acceptable inspection system, and follow specified packaging, cleaning, and marking requirements including MIL-PRF-23199 and MIL-STD-2073 as applicable. Technical documents are subject to NOFORN export controls, and foreign national transmittals require prior Naval Sea Systems Command approval; many documents are available through the BPMI e-commerce site with pre-registration. Contractors must submit Reports of Test and Inspection electronically through WAWF and provide DD Form 1423 data deliverables such as pre-manufacturing procedures, lower-tier supplier packages, and a ROTI package. All contractual documents are considered issued when sent by mail, fax, or electronic commerce, and mercury must not be intentionally added to or come into direct contact with the hardware or supplies.
