The material is SPECIAL EMPHASIS / Level I Quality Assured and requires extensive certification, traceability, nondestructive and weld testing, configuration control, and certificate of compliance. The contractor must maintain an ISO 9001 quality system (or MIL-I-45208 alternate) with calibration controls, and Government quality assurance will be performed at source with NAVSUP WSS Mechanicsburg, PNSY, and DCMA involvement. Welding/brazing procedures and personnel qualifications require prior Navy approval, and a one-year warranty from date of delivery applies. The award will be DO-rated under DPAS, and NECO quotes will not be accepted.

The Government intends to solicit and negotiate a sole-source contract under FAR 6.103-1 for a Level 1 requirement from VACCO Industries (AMC 3R), acquiring directly from the actual manufacturer for a second or subsequent time. The item is an L1 valve disk assembly, NSN 1HM 4820-01-122-8255, quantity 65 EA, with technical requirements in Sections C, D, E, and attachments. The Government does not own the data or rights needed to purchase the part from additional sources and has determined it uneconomical to buy those rights or reverse engineer the part. Although this notice is not a request for competitive proposals, responsible sources may identify their interest and capability to respond.
