NAVSUP Weapon Systems Support Philadelphia intends to solicit and negotiate on a sole-source basis with Teledyne Instruments Inc. for 20 units of a submarine outboard cable assembly, P/N 1155130-114, under FAR 6.302-1. The Government does not possess the data necessary for others to repair or manufacture the item, and the Buy American Act applies. The procurement will use FAR Part 12 commercial-item procedures under NAICS 335311. Responsible sources may identify interest and submit capability statements, but this notice is not a request for competitive proposals. Source approval is required, and WSS will not delay award pending approval of a new source.

This is a fixed-price procurement for manufacture and quality compliance of the OE-538 Outboard Cable Assembly, SSBN/SSGN, for Navy submarines. The item must conform to Sippican Drawing D248895-1 Rev F, DGO Drawing 1155130-114, and applicable NAVSEA molding/processing requirements, including termination, molding, testing, marking, mercury-free, and packaging requirements. Suppliers must maintain an ISO 9001 quality system (MIL-I-45208 may be used if already maintained) and retain inspection records for four years after final delivery. Non-approved sources must obtain Government source approval before award by providing the NAVSUP WSS Source Approval Brochure information; offers lacking required data will not be considered, though award may proceed based on fleet support needs if approval cannot be completed in time.
