This is a firm-fixed-price contract for the manufacture and delivery of a Critical Safety Item designated as Special Emphasis SUBSAFE/Non-Level I material for a crucial shipboard system, where failure could result in serious injury, loss of life, or loss of the ship. The contractor must provide a comprehensive quality system (e.g., ISO-9001), submit detailed inspection and welding procedure data for approval, and ensure strict configuration control, including government review of all waivers, deviations, and engineering change proposals. Each component requires a unique serial number and certificates of compliance and tests, with final inspection following specific sampling plans. Government Quality Assurance will be performed at the source, and the place of performance cannot be changed without authorization.
