The Navy requires sole-source repair/refurbishment of Fly-By-Wire Submarine Flight Critical Components (SFCC) used in submarine ship control systems. The scope includes inspection, teardown/evaluation, refurbishment to the technical data package, traceability and certification, quality system compliance, government source quality assurance, and packaging/marking. Offerors must provide estimated or firm-fixed pricing, approximate new-item cost if available, and a beyond-repair/beyond-economical-repair price in addition to the repair price, excluding shipping because the government will ship material via ATAC. After receiving carcasses, the vendor has 45 days to complete teardown and evaluation and submit a firm-fixed-price quote for full repair, with a requested RTAT of 180 days. Award will be a delivery order under an existing BOA and will require a one-year warranty from delivery plus OEM authorization if the offeror is not the OEM.
