This is a sole-source, firm-fixed-price repair requirement for a Fly-By-Wire Submarine Flight Critical Component (SFCC) designated as a Naval Critical Safety Item. The contractor must hold a valid U.S. security clearance of CONFIDENTIAL or higher to access the classified attachments. Within 45 days after receipt of carcasses, the contractor must complete teardown and evaluation and submit a firm-fixed-price repair quote, with a requested repair turnaround time of 365 days. The refurbished items carry a one-year warranty from delivery, and the effort is subject to stringent quality, traceability, configuration control, and Government inspection requirements. Since this is a delivery order under a BOA, offerors must be the original equipment manufacturer or provide OEM authorization, and comply with special material handling and certification protocols.
