This Navy opportunity is for refurbishment/repair of Flo-Tork Model MA600C hydraulic actuators (Drawing 600-41620; MS 5540-081-072 Rev CHG-11) used in a safety-critical shipboard system, requiring special-emphasis material controls. The amendment updates the TDP and accepts technical changes allowing the Port Head (Item 4) to use QQ-N-286 annealed and age hardened material, a 9 ft-lb preload for the Flat Head Cap Screw (Item 18), and a maximum test torque of 5,100 in-lbs at 700 psi, while retaining the original marking and coating requirements for fasteners. Compliance requires specific material, testing, welding/brazing, ultrasonic inspection, and QQ-N-286 Slow Strain Rate Tensile Test requirements, with that tensile test limited to listed laboratories in WV, TX, MD, NC, PA, and Germany. The contractor will have 90 days after receipt of carcass(es) to complete teardown and evaluation, and the requested repair turnaround time is 121 days, with price reductions for missed RTAT. A one-year warranty from delivery applies, and the resulting award will be bilateral and DO-certified for national defense under DPAS, using Commercial Asset Visibility reporting.
