The Navy seeks a competitive, lowest-price technically acceptable contract to manufacture Gland Actuators for Navy submarines per Drawing 4398602 and associated specifications, including Nickel-Aluminum-Bronze construction and qualified O-rings/locking elements. The supplier must use an approved quality system such as MIL-I-45208 or ISO 9001 with NCSL Z540.3 or ISO 10012, perform first article and production lot testing, and maintain objective quality evidence records. First article inspection is performed by the cognizant DCMA-QAR at the supplier and/or subcontractor facility, with NSWCPD in Philadelphia as the CDRL acceptance activity. The supplier must notify NSWCPD Code 242MO at least two weeks before scheduled first article testing/inspection. Deliverables must meet marking, packaging, configuration-control, and mercury-free requirements, with a one-year warranty after delivery and defects addressed within 45 days of discovery.
