This is a repair requirement for CIRCUIT CARD ASSEMB, CAGE 26581 / Ref. No. 348005-101, to be performed under the contractor’s standard repair/overhaul practices and original manufacturer specifications. Compliance requirements include MIL-STD-130 marking, MIL-STD-461 EMI, ANSI/ESD S20.20 electrostatic discharge control, mercury-free submarine/surface ship materials, and MIL-STD-2073 packaging. Non-OEM offerors must identify the OEM by company name and CAGE and provide a signed OEM letter of authorization as a distributor; if packaging will occur at a different location, they must provide that facility’s name, street address, and CAGE. The resulting award will be bilateral, require the contractor’s written acceptance, and be DO-rated for national defense under DPAS. A one-year warranty after delivery applies, with defects to be reported within 45 days of discovery, and inspection records must be retained for 365 days after final delivery; for repairs, once item evaluation is complete, the government requires a cost proposal reflecting actual costs and the extent of repair work.

The Government intends to solicit and negotiate on a sole-source basis under FAR 6.302-1 for six each of NSN 7H-5998-010247849-GL (TDP VER 005), delivered FOB origin. This is a Level 1 item that will be acquired only from approved sources, and award requires an inspection system conforming to MIL-I-45208A or equivalent as certified by a joint DCMA/NAVSUP WSS survey team. The Government does not own the data or rights needed to contract repair from additional sources and has determined that buying the data or reverse engineering the part is uneconomical. Market research indicates FAR Part 12 commercial item procedures will not be used, but interested parties may identify interest and capability to satisfy the requirement with a commercial item. The acquisition may be subject to Free Trade Agreements and the WTO Government Procurement Agreement if the corresponding DFARS clauses are included, and all responsible sources may identify interest or submit proposals for consideration, though this notice is not a request for competitive proposals.
