The requirement is for 5 EA, with delivery to DLA Distribution New Cumberland, PA, and DLA Distribution San Joaquin, Tracy, CA. Standardized military/federal documents are available through DODSSP/ASSIST-Quick Search, though patterns, drawings, deviation lists, and purchase descriptions are not stocked at DODSSP. FAR Part 12 commercial-item policies are not being used, but interested parties may identify commercial-item interest and capability to the contracting officer.

The Navy requires manufacture and quality compliance for a flexible connection (CAGE 18444, ref. no. 299938-100), including MIL-STD-130 marking, mercury-free construction for submarine/surface ship use, and pressure/hydrostatic test results included before shipment. Award will be bilateral and DO-rated under DPAS, with an option SubCLIN exercisable within 365 days of award at the same delivery time and price. Offerors must be authorized distributors; non-OEM offerors must identify the OEM by name and CAGE and provide a signed distributor authorization letter, and must provide facility name, street address, and CAGE if packaging occurs at a different location. If additive manufacturing is used, a mandatory CDRL requires a master component traceability ledger submitted electronically to NAVSUP HQ AM and WAWF before packaging/shipping, with resubmission if traceability data changes. The warranty is one year from delivery, and inspection records must be retained for 365 days after final delivery.
