The U.S. Navy requires repair and quality conformance for the ANTENNA under CAGE/Ref 03956 1978835, with work performed to the contractor’s approved repair/overhaul standards and OEM specifications. After receipt of carcasses, the contractor has 90 days to complete teardown and evaluation and provide a firm-fixed-price quote for full repair, and the requested repair turnaround time is 90 days. The Contracting Officer may exercise an increased-quantity option within 365 days of award, and the contractor must provide a one-year warranty from delivery. If the offeror is not the OEM, it must identify the OEM and provide a signed distributor authorization letter, and quotes must state exceptions, RTAT, and capacity constraints. Award will be bilaterally executed and DPAS-rated, with price reductions for missed RTATs and inspection records retained for 365 days after final delivery.

The Government intends to solicit and negotiate on a sole-source basis under FAR 6.302-1 for NSN 7H-5985-014068555, TDP VER 002, quantity 2 EA, delivered FOB origin. The Government does not own the necessary data/rights to contract repair from additional sources and has determined it is uneconomical to buy the data or reverse engineer the part. Responsible sources may identify interest and capability or submit proposals, quotations, or capability statements, but this notice is not a request for competitive proposals, and responses will be considered only for determining whether to conduct a competitive procurement. The acquisition is not using FAR Part 12 commercial-item procedures, though interested parties may identify commercial-item capability to the contracting officer; one or more items may be subject to Free Trade Agreements and the WTO Government Procurement Agreement if specified DFARS clauses are included.
