This Navy requirement is for manufacture of a surface sealer (SEALER,SURFACE), source-controlled to CAGE 23354 HULLFILL21688SK, under Emergency Acquisition Flexibilities and as a DPAS-rated national-defense order. Offerors must already be Government-approved sources or be qualified by the engineering activity before offer, since qualification is extensive and cannot delay award. A U.S. Security Clearance of Confidential or higher is required, and all classified material must reside exclusively at the Valencia, CA site (CAGE 0G1Z3); the Mount Laurel, NJ site (CAGE 22354) lacks clearance. The contractor must meet MIL-STD-130 marking, MIL-I-45208 or ISO 9001/9002 inspection, MIL-STD-2073 packaging, mercury-free, and COC/COA traceability requirements for SHT material. An option allows the Government to add quantity via modification for an additional requirement 180 days after award, and a one-year warranty from delivery applies.
