This is an Emergency Acquisition Flexibilities requirement for manufacture and quality compliance of a RECTIFIER, METALIC built to CAGE/reference 04620 118003-1, with MIL-STD-129 marking and MIL-STD-2073 packaging. The item must be mercury-free for submarine/surface ship use, and the contractor must maintain an ISO 9001 quality system (or MIL-I-45208 if already approved), with inspection records retained for four years after final delivery. The award will be bilateral, DO-rated under DPAS, and includes a one-year warranty from delivery; the Contracting Officer may exercise an option SubCLIN within 365 days of award effective date at the same delivery time and price. Offerors that are not the OEM must identify the OEM by company name and CAGE and provide a signed OEM letter of authorization as a distributor, and authorized-distributor proof must be submitted with the offer. If packaging will occur at a location different from the offeror’s address, the offeror must provide that facility’s name, street address, and CAGE.

The Government intends to solicit and negotiate on a sole-source basis under FAR 6.302-1 for NSN 1H-6130-013246465, TDP VER 003, REF NR 118003-1, quantity 5 AY, delivery FOB Origin. The Government does not own the data or rights needed to purchase or contract repair the part from additional sources and has determined it uneconomical to buy the data or reverse engineer the part. Interested parties may obtain applicable military/federal specifications and standards from DODSSP/DAPS in Philadelphia, PA, or via ASSIST-Online; patterns, drawings, deviation lists, and purchase descriptions are not stocked at DODSSP. All responsible sources may identify their interest and capability, but this notice is not a request for competitive proposals and any decision to compete is discretionary. Based on market research, FAR Part 12 commercial-item procedures are not being used, though interested persons may identify commercial-item interest/capability; items may be subject to Free Trade Agreements and the WTO Government Procurement Agreement if specified DFARS clauses are included.
