The Navy seeks repair of CLUTCH ASSEMBLY,FRI under Emergency Acquisition Flexibilities, to CAGE 03956 / reference 1979219 and applicable repair/overhaul standards. The award will be bilateral, requiring contractor written acceptance, and any non-OEM offeror must identify the OEM and provide a signed distributor authorization letter. The vendor must complete teardown and evaluation within 90 days after receipt of carcasses and submit a firm-fixed-price full-repair quote, including cost of new for evaluation, TD&E rate, repair turnaround time, throughput constraints, and induction expiration. The requested repair turnaround time is 320 days, with price reductions for missed RTAT and final Government inspection/acceptance required within that RTAT. The contract will be DO-rated for national defense, with contractor inspection responsibility, record retention for 365 days after final delivery, and packaging/marking per MIL-STD-2073 and MIL-STD-130.
