Navy is buying a poppet (Marotta drawing 284591-0001, Item 14) made from SAE AMS-QQ-S-763 class 304 or 316 stainless steel for a critical shipboard system, designated SPECIAL EMPHASIS/Level I/SUBSAFE-type material with extensive quality, certification, traceability, and welding requirements. Non-OEM offerors must identify the OEM and provide a signed distributor authorization letter, and packaging at a different location must include facility name, address, and CAGE. The award will be bilateral under Emergency Acquisition Flexibilities and DO-certified/rated under DPAS, with evaluation based on the lowest aggregate total price for the total quantity including the option. An option for increased quantity may be exercised up to 365 days after award, warranty is one year from delivery, and new welding procedure qualification requires at least 72-hour advance notice to DCMA. Government quality assurance is performed at source, and Data Item A001 (Inspection and Test Plan) may be waived if already on file at NAVSUP WSS Mechanicsburg.
