The Navy requires repair/overhaul of the XMITTER,PRECSIONTRM (CAGE 28199 / ref 10-4500) under a rated DO contract using Emergency Acquisition Flexibilities, with award issued bilaterally and requiring contractor written acceptance. Offerors must be the OEM or an authorized distributor providing an OEM letter of authorization, and must disclose packaging facility details if packaging occurs elsewhere. Repair pricing must be estimated for the full effort, include all associated costs, teardown & evaluation rate, repair turnaround time, throughput constraints, and induction expiration; the vendor has 90 days after receipt of carcasses to complete TD&E and submit a firm-fixed-price repair quote. The requested repair turnaround time is 110 days, with price reductions for missed RTAT, final Government inspection/acceptance within that RTAT, records retained for 365 days after final delivery, and an option allowing additional quantity up to 365 days after award. A one-year warranty from delivery applies, and work must comply with original manufacturer specifications/drawings, MIL-STD-130 marking, MIL-STD-2073 packaging, mercury-free requirements, and applicable quality assurance/document distribution rules.
