The requirement is for a complete 2½-inch ball valve built to NAVSEA Drawing 7286740 Assembly A2 and related engineering reports, designated Special Emphasis material for a critical shipboard system. The RFQ is a total small business set-aside and includes a classified annex; offerors must hold a valid U.S. security clearance of Confidential or higher and handle classified material under NISPOM/DoD industrial security rules. The acquisition uses Emergency Acquisition Flexibilities, the award will be bilateral requiring the contractor’s written acceptance before execution, and the contract will be DO-rated under DPAS. The contractor must comply with extensive material, testing, inspection, quality-system, certification, configuration-control, and documentation requirements, with Government quality assurance performed at source and a one-year warranty from delivery. NAVSUP WSS Mechanicsburg will consider past performance, and waivers/deviations, engineering change proposals, and quality-system changes require Contracting Officer review and approval.
