NAVSUP WSS Mechanicsburg requires a parts kit for a size 3-inch ball valve consisting of one Ball (Find No. 3) and two matching Seats (Find No. 4) for a critical shipboard system, designated Special Emphasis Level I/SUBSAFE material. The ball must be QQ-N-286 Form 2, hot finished or cold drawn, annealed and age hardened, Finish A, with no weld repair; seats must be Torlon 4503 unfilled polyamide-imide per Electric Boat Specification 4147, with certificate of compliance only for the seats. Contractors must provide extensive quality and certification evidence, including chemical/mechanical analysis, ultrasonic inspection of QQ-N-286 starting material 4 inches or greater, slow-strain-rate tensile testing at approved laboratories, surface waviness verification before Teflon coating, seat stack-height measurement, traceability, and a certificate of compliance. The contractor must maintain an ISO 9001 quality system with ISO 10012 or ANSI Z540.3/ISO 17025 calibration (or acceptable MIL-I-45208/MIL-STD-45662 alternate), support Government source and higher-level inspection, comply with DPAS priority rating and Emergency Acquisition Flexibilities, and past performance will be considered. A one-year warranty from date of delivery applies, and the award will be issued bilaterally requiring the contractor’s written acceptance.
