NAVSUP WSS seeks a parts kit for a size 2-inch ball valve—one ball and two mating seats—manufactured to specified NAVSEA drawings for a critical shipboard system. The material is Special Emphasis (Level I/SUBSAFE/Quality Assured), requiring higher-level inspection, extensive testing/certification, welding and brazing qualifications, configuration control, and an ISO 9001 or MIL-I-45208 quality system with calibration controls. Offerors must hold a valid U.S. Confidential or higher security clearance to respond because the package includes a Confidential annex; access to NOFORN/Naval Nuclear Propulsion information and classified drawings is required, and a facility clearance may be needed for award. Award will be issued bilaterally under Emergency Acquisition Flexibilities, will be DO/DX rated for national defense, will consider past performance, and will require Government quality assurance at source with a one-year warranty from delivery. The place of performance cannot change without PCO authorization, and new welding procedure qualification requires at least 72-hour notification to DCMA with an offer to observe test-assembly welding.
