NAVSUP WSS Mechanicsburg requires a parts kit for a 3/4-inch ball valve—one ball and two mating seats—built to specified NAVSEA drawings for a crucial shipboard system designated Special Emphasis/Level I with higher-level inspection. The ball must be SAE AMS 6931 material with required mechanical properties; seats must be MD71-GG Mearthane graphite-filled urethane from Mearthane Products Inc., Cranston, RI, meeting specified hardness, specific gravity, tensile, compression, impact, and water-absorption values. Required testing includes hydrostatic or dye-penetrant/NDT alternatives and weld-repair NDT as applicable, plus certifications, certificate of compliance, traceability/OQE, configuration and waiver controls, and weld/braze procedure qualification where welding or brazing is used. A documented ISO 9001/ISO 10012 or ANSI Z540.3/ISO 17025 quality system (or MIL-I-45208/MIL-STD-45662 alternate) is required with Government quality assurance at source; past performance will be considered, and the procurement is a total small business set-aside. The requirement is under Emergency Acquisition Flexibilities; award will be bilateral with written contractor acceptance, be DO-certified/rated under DPAS, and include a one-year warranty from delivery.
