This is a total small-business set-aside procurement for a parts kit for 1/2-inch and 1/4-inch ball valves, consisting of one ball (Find 9) and two matching seats (Find 11) built to NAVSEA Drawing 801-6408783. The parts are Special Emphasis/Level I quality-assured material for a crucial shipboard system, and bidders must be able to access NOFORN and/or Naval Nuclear Propulsion Information, including obtaining drawings through a signed security agreement. Award will be bilateral, requiring written acceptance, under Emergency Acquisition Flexibilities and will be DPAS-rated DO/DX; NAVSUP WSS Mechanicsburg will consider past performance in evaluation. The contractor must maintain an ISO 9001 or MIL-I-45208 quality system, submit current quality system procedures before award, support higher-level inspection and Government source quality assurance, and provide traceability/certifications and approved welding or brazing procedures before any production or repair welding, including at least 72-hour advance notice to DCMA for new procedure qualification. A one-year warranty from delivery applies; the ball must meet QQ-N-281 Class A, Form 1, Annealed requirements with Teflon coating, and seats must be Torlon 4503, 4203, or 4203L with a certificate of compliance.
