This Navy requirement is for repair of the ENCODER, SHAFT ANGLE (CAGE 12050, ref. EB4143-H-02) under Emergency Acquisition Flexibilities, with award issued bilaterally requiring contractor written acceptance. Offerors must be the OEM or an authorized distributor with a signed OEM letter; if packaging occurs elsewhere, the facility’s name, address, and CAGE must be provided, and quotes should state exceptions, estimated full repair price, new-item cost for evaluation, TD&E rate, RTAT, throughput constraints, and induction expiration. The contractor will have 90 days after receipt of carcasses to complete teardown and evaluation and submit a firm-fixed-price quote for full repair, with a requested repair turnaround time of 78 days and price reductions for missed RTAT. The Government may add quantity via option for 365 days after award, warranty is one year from delivery, and inspection records must be kept 365 days after final delivery. Repair must follow OEM specifications and drawings, include MIL-STD-130 marking, MIL-STD-2073 packaging, mercury-free construction, and ANSI/ESD S20.20 electrostatic discharge controls, and the contract will be DO-rated under DPAS.
