This contract is for the manufacture of a Port Adapter (drawing S3E10036, part number S2C10387-3EA) designated as Special Emphasis Level I material for a crucial shipboard system, where failure could result in serious injury or loss of the ship. Award will be bilateral under Emergency Acquisition Flexibilities and carries a DO rating for national defense under the Defense Priorities and Allocations System. Offerors who are not the Original Equipment Manufacturer must provide a signed letter of authorization from the OEM, including the OEM’s name and CAGE code. The contractor must maintain a quality system per ISO-9001 (with calibration per ISO-10012 or ANSI Z540.3), and meet extensive requirements for material certification, traceability, welding procedure approvals, and thread inspection per military standards. Government quality assurance at source applies, and all waivers, deviations, or engineering changes require Contracting Officer approval.
