NAVSUP WSS Mechanicsburg seeks a contractor to manufacture a Special Emphasis/Level I shipboard parts kit consisting of one ball and two mating seats, where incorrect material could cause catastrophic shipboard failure, under Emergency Acquisition Flexibilities and as a DO-rated DPAS order awarded bilaterally. The ball must meet Drawing 255583 piece 36 using SAE-AMS-6931 or centrifugally cast 6AL-4V ASTM-B367 Grade C-5, while the seats must meet Drawing 255584 piece 17 using MD71-GG Mearthane graphite-filled urethane manufactured by Mearthane Products Inc., Cranston, RI. The scope requires rigorous quality and certification controls, including hydrostatic/dye-penetrant/NDT testing, Teflon coating, waviness and seat stack-height verification, welding/brazing qualifications, ISO-9001 or MIL-I-45208 quality systems, traceability, certificates of compliance, and Government quality assurance at source. Offerors must have a valid U.S. Security Clearance of Confidential or higher because the requirement includes a Confidential annex, with classified material handled under NISPOM/Industrial Security Regulation. A one-year warranty from date of delivery applies, and any new welding procedure qualification requires at least 72-hour notification to DCMA for observation.
