This is a total small business set-aside Navy contract for manufacturing 1/2-inch hull and backup ball valves designated as SPECIAL EMPHASIS material for a crucial shipboard system, where defective material could cause serious injury, loss of life, or loss of the ship. The contract imposes extensive technical requirements, including specific material certifications (such as ASTM-B369, QQ-N-286, and SAE-AMS-6931), hydrostatic pressure testing at 1050 PSI, Teflon coating, thread inspection per FED-STD-H28, and mandatory radiography on certain components. Contractors must comply with rigorous quality assurance provisions, including government approval of welding procedures and qualification data, configuration control, contracting officer approval for waivers/deviations, and submission of certificates of compliance.
