The Government intends to solicit and negotiate with only one source under FAR 6.302-1 for NSN 1H-5315-016416696-D4, TDP VER 004, quantity 8 EA, delivered to Portsmouth Naval Shipyard L1SS, Kittery, ME 03904. This notice of intent is not a request for competitive proposals, but responsible sources may identify their interest and capability or submit proposals, quotations, or capability statements. The Government will consider responses solely to determine whether to conduct a competitive procurement, and any decision not to compete is within its discretion.

NAVSUP WSS requires manufacture of a Key (KARON Block) to Kamatics Drawing KPD4544 for a critical shipboard system; the item is SPECIAL EMPHASIS/DSSP Scope of Certification material, and its non-metallic materials must satisfy NAVSEA SS800-AG-MAN-010/P-9290 toxicity and flammability requirements. The contractor must maintain an ISO 9001 quality system (or acceptable MIL-I-45208 alternate) with specified calibration standards, support Government source quality assurance, and maintain configuration control, material traceability, inspection/test records, and certificates of compliance. Waivers, deviations, and Class I/II engineering changes require Government review/approval, and preservation/packaging/packing/marking must follow MIL-STD-2073 and the contract schedule. Proposed delivery includes certification data 20 days before delivery, PNSY review/acceptance within 6 working days after receipt, and final material delivery within 210 days. Government quality assurance is performed at source, with FOB destination.
