The material must be manufactured in accordance with NAVSEA drawing 6985434 and the specified QQ-N-281 standard, with extensive quality, certification, and traceability requirements. Final delivery of the material must occur within 365 days after the effective date of the resulting contract, with certification data due 20 days prior to scheduled delivery. The contract will be a "DO" rated order under the Defense Priorities and Allocations System, and the place of performance cannot be changed without Contracting Officer authorization.
