Total Small Business Set-Aside (FAR 19.5)

This is a contract for the manufacture of a special emphasis flat washer (NAS620C6) for a crucial Navy shipboard system, where failure could result in serious injury, loss of life, or loss of the ship. The material is designated as Level I "Scope of Certification" and requires strict control procedures. The contractor must submit all certification data 20 days prior to delivery, with final delivery of material required within 210 days. Performance involves compliance with specifications like MIL-STD-130 and NAS620, along with specific requirements for configuration control, waiver submissions, and mercury-free manufacturing. All waiver requests and certain data submissions must be made through the Electronic Contractor Data Submission (ECDS) system.
