Technical documents are obtained through the BPMI e-commerce site, but some drawings/specifications may be NOFORN or export-controlled, requiring prior Naval Sea Systems Command approval for release to foreign nationals, and mercury must not be intentionally added to the hardware. A pre-manufacturing procedure/drawing package is due to the Contracting Officer within 45 days after contract award, while a complete vendor-certified ROTI package is due by end of contract and shipment requires PCO authorization.
