NAVSUP WSS-MECH is procuring part number 16-ALC314-01, and mandatory vendor review of the material IRPOD is available through the BPMI site. The requirement covers IRPOD-based quality assurance, inspection/acceptance, FOB-destination delivery, packaging per MIL-PRF-23199 and cleanliness controls when invoked, cybersecurity/SMMC, small-business representations, and NOFORN/export-controlled technical documents requiring prior NAVSEA approval. Contractual documents are considered issued when mailed, faxed, or sent electronically, and Government acceptance of a proposal forms a bilateral agreement. Unless otherwise specified, quoted pricing is valid for 60 days. A Certificate of Compliance per DI-MISC-81356 must be submitted at material delivery.
