This is a total small business set-aside procurement for manufactured repair parts/material requiring compliance with an Individual Repair Part Ordering Data (IRPOD), military specifications, and an approved Government inspection system. Vendors must review the IRPOD and submit pre-manufacturing procedure packages and vendor-certified test and inspection reports in accordance with the cited data item descriptions. Technical documents are subject to NOFORN export controls and may not be released to foreign nationals without prior Naval Sea Systems Command approval. Packaging must satisfy invoked cleanliness, marking, and MIL-PRF-23199/MIL-STD-2073 requirements, and vendors must notify NAVICP and DCMA QAR at least 7 days before the hold point for final grinding and cleaning. Offerors should be prepared for quality assurance oversight, mercury exclusion, and electronic contract document issuance.
