This is a Navy RFQ for repair of PANEL, COLOR ENTRY (CAGE 11263, Ref. No. 60319-1), with work performed under the contractor’s approved repair/overhaul practices and original manufacturer’s specifications/drawings. Offers must include unit price, total price, and repair turnaround time (RTAT), which is measured from physical receipt of the F-condition asset at the contractor’s facility to Government acceptance. The award will be issued bilaterally and requires the contractor’s written acceptance before execution; only authorized distributors of the original manufacturer’s item will be considered, with proof submitted on company letterhead. CASREP accelerated delivery is encouraged at no additional cost to the Government, freight is FOB Origin, and inspection records must be kept for 365 calendar days after final delivery. Packaging and marking include MIL-STD-130 and MIL-STD 2073, and design, material, servicing, or part-number changes require NAVICP-MECH Contracting Officer approval unless handled as a Code 1 change.

The Government intends to solicit and negotiate on a sole-source basis under FAR 6.302-1 for 25 each of NSN 7H-5963-015325323, TDP VER 008, PANEL, COLOR ENTRY (60319-1), delivered to DLA Distribution, New Cumberland, PA 17070-5002. The Government does not own the data or rights needed to procure or repair this part from additional sources and has determined it is uneconomical to buy the data/rights or reverse engineer the part. All responsible sources may identify their interest and capability to respond or submit proposals, but award will be made only if the offeror, product/service, or manufacturer meets the qualification requirements at time of award. The Government is not using FAR Part 12 commercial-items policies, though interested persons may identify to the contracting officer their interest and capability to satisfy the requirement with a commercial item. One or more items may be subject to Free Trade Agreements and the WTO Government Procurement Agreement if the applicable DFARS clauses are included.
