The Government intends to solicit and negotiate with only one source for 16 units of a specific part, as it is uneconomical to obtain the data rights or reverse engineer it. All responsible sources may identify their capability, and proposals received within 45 days (30 days under an existing BOA) after the synopsis publication will be considered. Interested parties may also identify commercial items that could satisfy the requirement within 15 days. This is a firm-fixed-price contract for the depot-level repair of 9 LCAC marine propeller blades, including stripping and re-spraying with a polyurethane coating. The contractor is responsible for all inspection and testing in accordance with the original manufacturer's specifications. The work must be performed according to the contractor's own approved repair standards and specific referenced technical documents. The contractor must maintain all inspection records for 365 days after final delivery. Proof of being an authorized distributor of the original manufacturer's item is required for award consideration.
