Offerors must provide an estimated price for the full repair effort, include the actual or estimated new-item cost for evaluation, and identify exceptions such as MIL-STD packaging/labeling, inspection/acceptance locations, packaging house, or surplus materials. Pricing must also include TD&E rate, repair turnaround time, throughput constraint, and induction expiration, with a requested repair turnaround time of 90 days, a one-year warranty from delivery, and records retained 365 calendar days after final delivery. If the offeror is not the OEM, it must identify the OEM by company name and CAGE and provide a signed distributor authorization letter on OEM letterhead; award consideration is limited to authorized distributors of the original manufacturer’s item. Repairs must meet the CAGE/reference requirements, MIL-STD-130 marking, mercury-free requirements for submarine/surface ship use, and specified inspection, testing, and packaging requirements.
